Synopsis:  

In 2004, a mobile home park was set-up in a field in Charlotte County, Florida, after
thousands of homes were destroyed by Hurricane Charley. Over 2000 people
moved into 551 mobile homes in what has become known as 'FEMA City.'

In December, 2005, with six weeks until the park closes more than two-thirds of the
people are still there. Jamin Griffiths explores why this place has been called a
'socioeconomic time bomb,' why the residents are having trouble getting back into
their community, and why the system has failed.
